Dato' Dr Mohd Noordin was born in June 1926 in Kuala Pilah, Negeri Sembilan but spent the first thirteen years of his life in Johore where his father was employed in the Land Office at Mersing and later in Segamat before an early retirement, He had his primary education in Mersing and in Segamat but transferred to Kuala Pilah three years before the outbreak of the war in Malaya. He maintains that he had a reasonably comfortable time during the Japanese Occupation as he attended Japanese schools and was also employed for two years as a veterinary assistant in Seremban.
He returned to the Tuanku Muhammad School, Kuala Pilah as soon as the school reopened in 1946 with a determination to complete the then School Certificate examinations and win a scholarship for higher studies. He took the Cambridge School Certificate examinations in December 1946. He was awarded a scholarship to do the three-year course in veterinary science in Calcutta, India and on completing it returned to Malaya to serve the Veterinary Department, Johore as an assistant veterinary officer in Kluang. Not fully satisfied with the appointment then he applied for a departmental scholarship to do the five-year course in veterinary medicine and surgery in the United Kingdom. This he won and decided to accept it even though he was already 25 then ! He joined the Royal Veterinary College, University of London in 1951 and graduated in 1956.
On his return to Malaya then, he was appointed a Veterinary Officer, thus achieving an ambition which he had nursed during the Japanese Occupation. His promotion in the department was relatively fast till he reached the position of Deputy Director-General in 1973. He went over to the then National Livestock Development Authority in 1978 as its Director-General and stayed on till mid-1982 when the body was abolished.
During his service in the Veterinary Department, Dr Noordin attended several seminars and conferences abroad as well as post-graduate courses in tropical veterinary medicine and veterinary public health at the Universities of Edinburgh and Toronto respectively.
Dr Noordin was very active in many organizations when he was in service. He became the President of the Malaysian Society of Parasitology and Tropical Medicine, during which time he got the Government to recognize the annual general meeting of the society as an "official meeting " so that government officers attending it would be allowed leave. He was the first Honorary Secretary of the Balai Ikhtisas Malaysia ( BIM) being also one of the founders of the organisation together with the late Dato Dr Keshmahinder Singh, the late Tan Sri Daniel, and Dr K. Padamanathn , among other very notable professionals.
Dr Noordin was also a founder member of the Federation of Asian Veterinary Associations founded after a conference of several national veterinary associations in Manila in 1979. At that conference he was elected the first Vice-President , having declined the post of President in spite of many serious nominations. He continued in that capacity for several years continuing to decline the honour of being the President on several occasions.
Besides the above he was also a founder member of the Yayasan Pendita Zaa'ba , a foundation named after the distinguished Malay writer Tan Sri Zainal Abidin bin Ahmad, awarding scholarships and study loans to Malaysians irrespective of race. Noordin until very recently was its Chairman for several years.
Dr Noordin was appointed an Executive Vice-Chairman of a fertilizer manufacturing company on his retirement from government service in 1982. He resigned from this position two years later after having had to oversee the retrenchment of many of its employees ! He then decided to enter a profession that had for many years attracted him- Law . He registered himself for the degree of Bachelor of Laws with the University of London External programme and studying privately sat for the first examination. He was so pleasantly surprised with the results that he continued with the course and completed law studies and Certificate of Legal Practice.
Dr. Noordin has been for many years a non-executive Director of a public-listed company dealing with property development and tourism.
Dr. Noordin currently spends time reading and has donated a collection of books from his own library to Universities ie UKM and UPM
