Non si tratta di un referendum abrogativo, come quelli italiani. Nè di un refrendum decisionale, come quelli svizzeri.
È un referendum consultivo.

In Svizzera anche, ma in più Svizzera le leggi possono anche esse promulgate via referendum, senza una votazione parlamentare.
